Regulations

I. General Provisions

International Scientific Registry «Socrates–Notion» is a specialized ordered registry of authors of scientific reports (scientists) and their publications. It is an open database of personal and creative scientific data.

The Registry performs a function of the integrated international resource aimed at collection and distribution of information concerning scientists and their creativity, officially published in printed and electronic media (publications).

The Registry is intended for accumulation or ordering of data on the basis of given criteria, providing persons concerned with access to information, identification of persons presented in the Registry and creation of conditions for development of international scientific communications.

The specific function of the Registry is the informational separation and status underlining of every scientist and his/her creativity in order to present such scientist's qualification as well as his/her personal contribution into the development of science, protect the copyright and facilitate access of persons concerned to the corresponding information.

The Registry is the open source of information. Every person concerned is provided with access to it.

The Registry does assume collection of such kind of information like commercial, personal or family secrets of any person or any other closed (confidential) information that cannot be publicized.

The person included into the Registry must confirm main scientific information presented in the Registry through submission of electronic copies of corresponding documents or other official carriers of information.

Any information, able to illegally cause any kinds of damage to persons included into the Registry or third parties, can not be presented in the Registry.

Any information violating the copyright or neighboring rights of people included into the Registry or third parties, as well as unreliable and unethical information cannot be presented in the Registry. Borrowing information from the Registry with the purpose of further use with violation of the copyright or other rights of people included into the Registry or the third parties is also prohibited.

Information is uploaded to the Registry directly by researchers (scientists) on the voluntary basis after acquisition of the Registry figurant status. Information may also be uploaded by their legal representatives. 

Contents and fullness of data to be published in the Registry is determined by the correspondent figurant of the Registry independently (except for the obligatory data).

International Academy of Science and Higher Education (IASHE; London, United Kingdom), as the initiator of foundation and the holder of the Registry, is not responsible for: a) safety and inviolability of personal data of the Registry figurants being freely accessible by persons concerned (except for the confidential contacts and other data presented to the IASHE with no right of publication); b) possibility of submission (by the Registry figurants) of deliberately false information or data able to cause any kinds of damage to third parties - upon condition of the proper and possible level of diligence (from the side of the IASHE) and attention in the process of making a decision concerning the acceptance of information and publication of it in the Registry; c) possibility of illegal use of the open information published in the Registry by the third parties.

Any claims or demands to the IASHE as the Registry holder are settled through direct appeal of the person concerned and organization of the corresponding consultations.

Any disputes between the IASHE, Registry figurants and the third parties in relation to contents and the use of information presented in the Registry are settled in accordance with the legislation of the United Kingdom.


II. Mission of the Registry

Social mission

Social purposes of implementation of the project called the International Scientific Registry Socrates–Notion are expressed in the fact that its functioning is aimed at achievement of the positive effect in the global social environment. As science is one of the basic system-forming spheres ensuring the social progress, in the end all efficient instruments of development of scientific processes inevitably promote the qualitative evolution of public relations.

At the same time Socrates–Notion is urged to become one of alternative instruments of unification of scientists from around the world, organization of professional communications and cooperation between them and other persons interested in scientific information. The Registry creates the necessary conditions for providing the wide public with access to objective information about scientific innovations and progressive ideas, creativity of scientists and their real achievements.

Socrates–Notion also offers original and efficient instruments of the scientists' copyright protection as well as objective assessment of the scale and quality of their scientific activity.

The conceptual program called the Open Science is implemented by the International Scientific Registry Socrates–Notion in the sphere of ensuring effective and available communications between scientists and the wide public, as well as the development of additional informal methods of social education and popularization of science. The program assumes the development and distribution of the complex of decorations (special items - material elements) within the framework of the Socrates–Notion project. These decorations are to be visually perceptible by people around. They individualize scientists and emphasize them in the social environment. Such exclusive decorations provide the unlimited number of persons concerned with the chance to easily determine scientists and address them with matters within the scope of their scientific activity. Public use of the above-mentioned decorations by scientists assumes their desire to demonstrate their status and communicate with persons concerned on matters of the corresponding scientific problem in accordance with rules of the present Regulations.

 

Scientific mission

International Scientific Registry Socrates–Notionis intended for accumulation of personal information about scientists as well as information about their works. The Registry acts as an instrument of open presentation of scientists and scientific activity in the international professional environment. Separate functions of the Registry are focused on ensuring auctorial identification of every scientific work of the scientist and protection of his or her rights for the innovative scientific ideas.

The Registry promotes and stimulates communications between scientists from around the world. It creates conditions for development of scientific communications and cooperation, as well as international distribution of the advanced scientific experience.

The following is offered to the scientist within the framework of functioning of the Registry: scientometric indexing of scientific reports in the Socrates-Impulse database; publication of original monographs of limited circulation under British jurisdiction; publication of Doctoral Codifiers - personal collections of author's reports, articles and theses published in different periods of time and characterizing the main content of scientific activity of the scientist.

Figurants of the Registry are also offered to take part in the program called to the Short Form.

 

Informational mission

International Scientific Registry Socrates–Notionis urged to act as one of the alternative international instruments of wide and free distribution of scientific information, as well as information about scientists, their published reports and innovative ideas.

 

Presentational mission

The Registry builds and offers persons concerned a complex of exclusive instruments called the Socrates–Notion. It is intended for effective and resonant presentation of personal information about the scientist, his or her special status, scientific reports, innovations and achievements in the open social environment or professional communities.

 

Status mission

Participation of the person concerned in the functioning of the Socrates–Notion as the figurant of the Registry ensures the accented emphasizing of his or her scientific status (for the wide community) traditionally characterized by wide public acknowledgment and respect.

 


III. Absence of bureaucratic obstacles and discrimination on formal signs

Any person regardless of his or her personal qualities, social, professional, biological or property status, systematically engaged in scientific studies and having not less than three official author's scientific publications in editions with international ISBN or ISSN codes by the moment of registration in the Socrates–Notion can become the figurant of the Registry.

Within the framework of the project called the International Scientific Registry Socrates–Notion the scientist is determined as the person engaged in progressive intellectual creativity regardless of acknowledgment of his or her scientific qualification or achievements at the formal level.

Scientific publications are original studies implemented using the scientific methodology and aimed at innovative authorial contribution of the corresponding scientist into the development of science and achievement of true knowledge.


IV. Main functions (options) of the Registry

Main functions (options) of Socrates–Notion include calculation, processing and standardization of information, as well as providing persons concerned with access to it.

Therefore main functions of Socrates–Notion are:

  1. Registration of the scientist and allocation of his or her personal data, as well as information about original publications, professional statuses, achievements and innovative ideas in the system of the Registry.
  2. Systematic (chronological), operative integration and unification of new (additional) information in the Registry figurant's account.
  3. Generation of universal means of ensuring operative access to information and maintaining their actuality.
  4. Electronic presentation of the scientist based on ensuring access of persons concerned to the actual information presented on the scientist's personal page (account) the Registry.
  5. Promoting effective communications between figurants of the Registry and interested third parties.

Use of main functions (options) of the Registry, including registration (allocation) of information about first 10 (ten) publications of the Registry figurant is offered to persons concerned on a free basis. Registration (allocation) of information about further publications of the Registry figurant outside the above-mentioned free limit assumes the symbolic payment - 1.0€ for every publication.

Every figurant of the Registry has the right to get a bonus - one free registration (placement) of information about own original publication over the established limit in case if such figurant is indicated in the registration form of the new Registry participant as the "inviting person".


V. Universal means of ensuring operative access to data

The universal means of ensuring operative access to data within the Registry are:

  • QR-коды generated for every personal account of the Registry figurant;
  • Identification (registration) numbers (INF) for: 1) every figurant of the Registry in its system (Identification numbers of scientists (INS)); 2) every publication of the figurant of the Registry uploaded into its system (Identification numbers of publications (INP)).

QR-codes are intended for wide distribution in the public environment and ensuring the process of operative presentation of information about the figurant and his or her scientific creativity, as well as informational support of his or her public and professional activities.

QR-code (QR - Quick Response) is two-dimensional barcode carrying information that can be easily decoded with the camera on the mobile phone or any other communication device.

QR-code generated within the framework of the Socrates–Notion includes a link to the personal account of the Registry figurant on the Socrates–Notion website. Therefore any person concerned can have easy access to the personal account of the Registry figurant and look through the actual information about him or her just by scanning the code.

Identification (registration) number of every Registry figurant ensures statistical and functional identification of the corresponding data in the Registry system.

Identification numbers of scientists (INS) are alphanumerical codes of the following format: 1) Capital words of the scientist's surname and name in English; 2) Capital word of the scientist's country of residence in English; 3) Year, month, day - date of registration in the Registry; 4) Order number of the scientist in the Registry (considering the actual chronology of registration).

Identification numbers of publications (INP) are alphanumerical codes of the following format: 1) INS; 2) Hyphen; 3) Order number of the publication in the Registry (considering the actual chronology of uploading).

In order to ensure effective use of universal means of access to information within the framework of the Registry the corresponding QR-code and the INF are allocated on the majority of types of Socrates–Notion decorations.

The Registry figurant can freely place the QR-code and the INF connected with his personal Socrates–Notion page:

  1. in all his or her publications in official editions (as an image related to publication);
  2. on personal websites and visiting cards;
  3. on personal pages (accounts) in social networks, interactive professional communities and in email;
  4. in professional CVs, biographies and advertising information;
  5. on any information carriers;
  6. on clothes and other things.

In order to ensure maximum fullness and efficiency of functioning of universal means of access to information within the Registry figurants the Socrates–Notion are recommended to refresh information in their personal Registry accounts timely and operatively.

Being placed on any suitable sources of information visual QR-codes as universal means of ensuring operative access to information allow persons concerned to receive extended information about the Registry figurant and his or her scientific activity.


VI. Additional functions (options) of the Registry

Additional functions (options) of Socrates–Notion include opportunities not directly connected with accumulation, processing and standardization of information about the Registry figurants and their scientific creativity, as well as providing persons concerned with access to it.

Additional functions of the Registry allow its figurants to use benefits of their Registry participants' statuses to gain options in other projects introduced by the IASHE and official partners of the Academy on preferential terms.

Such options have the nature of development of the scientific authority (status) and professional prominence of the Registry figurants.

The following options are considered to be additional functions of Socrates–Notion:

1) Limited circulation monographs

Figurant of the Registry has the right to address the IASHE and order publication of his or her original monograph (circulation: 10-500 units) for the preferential price - significantly lower than market prices for such publication. The monograph may be published in any language of the world and must include the extended abstract in English. Expert conclusions of not less than 2 authoritative reviewers must be enclosed. The monograph will have the British ISBN.

2) Doctoral codifiers

Doctoral codifier - is the personal collection of original reports, articles and theses published in different periods of time and characterizing the main contents of the scientist's scientific activity. Doctoral codifiers have British ISBN's. They are published by the IASHE (circulation - up to 100 units). The price for publication is preferential - significantly lower than the widespread market prices for such publications.

3) «Short form»

Any figurant of the Registry has the right to submit the short abstract (in English) of any original scientific report with the emphasis on the innovative (original) component of the research. The "short form" publication may not exceed 3000 characters (including spaces) together with the title. The "short form" doesn't assume listing of literary sources. However there must be links to other publications of the author where the subject of research has been comprehensively disclosed. These publications must have references to literary sources. The "short form" is published freely in the corresponding specialized scientific journal of the IASHE (British ISSN) published within the GISAP project.

4) Protection of the copyright for innovative scientific ideas in accordance with the IOSCEAAD-775 standard of the IUCI (London, United Kingdom)

Any figurant of the Registry has the right to submit his or her original innovative scientific idea for professional acknowledgment and legal protection in accordance with the IUCI IOSCEAAD-775 standard - in compliance with the preferential procedure determined in the present Regulations.

Operative patenting on the above-mentioned standard is: a) an international instrument of legal protection and official presentation of the innovation; b) the mechanism of expert assessment and fixing of the author's primacy in promulgation of the innovative idea with the legal support of the established primacy; c) the system of open access to the procedure of determination of the author's primacy and its reasonable contestation from the side of persons concerned.

Patenting according to the IOSCEAAD-775 standard is not the direct analog or the substitute of traditional patenting systems used in licensing systems of certain countries. It acts as an additional and alternative instrument of international presentation of innovations, fixation of their authorship and legal copyright protection. Patenting on the IOSCEAAD-775 standard may be implemented by persons concerned together with implementation of traditional mechanisms of copyright protection.

Patenting according to the IOSCEAAD-775 standard allows the significant number of authors from around the world to declare their authorship at the international level, carry out its legalization and protection in terms of inaccessibility (for various reasons) of traditional patenting systems or insufficiency of their resources for proper legalization and copyright protection.

Possible objects of operative patenting of original scientific ideas according to the IOSCEAAD-775 standard:

  • systematic description of unresolved modern scientific problems
  • systematic justification of innovative ways of solution of unresolved modern scientific problems
  • theories
  • concepts
  • original and reasonable systematizations of data (including – sets of rules and justifications)
  • hypotheses
  • discoveries
  • methodologies
  • original and reasonable statement of a scientific problem
  • other finished intellectual products of local nature.

The purpose of patenting: expert determination of facts of novelty, superiority, innovativeness and practical applicability of results of creative activity of persons concerned, as well as presentation of instruments of legal protection (legal support of the determined superiority) and official presentation of the innovation with fixation of superiority of its announcement.

For the innovation to gain access to patenting the author must have at least two original publications disclosing contents and presenting the analysis of the innovation preliminarily published in official scientific editions.

The patenting procedure assumes the professional assessment of patentability of scientific ideas carried out by the international expert community in a remote (interactive) mode directly on the Registry website. There are two stages of expert assessment: basic assessment made by the Professional Expert Community and the open expertise carried out by the professional expert community.

Patenting is the expertise-based procedure. Its result is based on the objective professional assessment and cannot be known in advance.

Documental officialization of patenting results: a) International Author's Patenting Certificate; b) author's (patenting) mark (medal);c) the right to place the copyright (patenting) mark on the object samples and documents related to the object; d) publication of information about the object and patenting results in the sectoral scientific journal of the IASHE and the IUCI Patenting Bulletin.

Size of the text presentation of the idea in English cannot exceed 5000 characters (including spaces) together with the title. The text presentation may be accompanied by the necessary documents, images and the video-materials.

The standard expertise term is one calendar month. The accelerated expertise term is 15 calendar days.

The cost of the patenting procedure depending on complexity of the patenting object and its expertise may vary from 300.0€ to 800.0€.

In case of necessity the Registry figurants may be provided with the additional procedure of the author's idea patenting status legalization - by the decision made by the American International Commercial Arbitration Court (AICAC, Wilmington, USA). The cost of this procedure is 1000.0 €.

Patenting for the Registry figurants is implemented in accordance with rules of the IUCI patenting standard IOSCEAAD-775 taking into account peculiarities assumed by the present Regulations.

In case if the Registry figurants they have any questions connected with the procedure of operative patenting of original scientific ideas on the IOSCEAAD-775 standard, they may address managers of the Registry.

5) Bibliographic Doctoral programs (Bibliographic Doctoral degree of the IASHE)

Any figurant of the Registry whose personal scientific bibliography includes from 20 to 40 original publications in official scientific editions has the right to pass the Bibliographical scientific-analytical doctoral program of the IASHE in accordance with the preferential procedure determined in the present Regulations.

Bibliographic programs for figurants of the Registry are implemented in accordance with rules of the IASHE, but taking into account peculiarities assumed by the present Regulations.

Bibliographic scientific-analytical doctoral programs – are qualification-related procedures of assessment and acknowledgement of high scientific and educational competence of researchers characterized by significant activity in promulgation of their original studies as well as the general fruitfulness and effectiveness of their scientific creativity.

Within the framework of implementation of the bibliographic scientific-analytical doctoral program researchers pass the professional assessment procedure in order to obtain the following qualifications (degrees): 1) Master of scientific-analytical creativity /"biblio" (MSAC/B) (20 and more credit publications); 2) Doctor of scientific-analytical creativity/"biblio" (DSAC/B) (40 and more credit publications).

The IASHE implements the attestation (assessment) and status (presumption) format of the bibliographic doctoral program. Attestation format is only available for participants of the IASHE GISAP project and assumes the systematic expertise and assessment of quality of original scientific publications.

Figurants of the Registry have the right to take part in the status format of the bibliographic doctoral program without any additional terms. The status format of the program is based on the high quality presumption of the general set of the author's scientific publications without organization of their actual expert attestation.

The status qualification is verified by the special doctoral diploma of the IASHE.

The cost of participation in the program: for the Master's status - 600.0 €; for the Doctor's status - 1000.0 €.

In case if the Socrates–Notion figurants they have any questions connected with the procedure of implementation of bibliographical doctoral programs introduced by the IASHE, they may address managers of the Registry.

6) Bibliographic academic programs (Bibliographic academic title of the IASHE)

Figurant of the Registry is the holder of the academic (University-related) or scientific-analytical doctoral degree, whose personal scientific bibliography includes 50 and more original publications in official scientific editions. Such person has the right to pass the Bibliographic scientific-analytical academic program of the IASHE in accordance with the preferential procedure determined in the present Regulations.

Bibliographic programs are implemented for figurants of the Registry in accordance with rules established by the IASHE, but taking into account peculiarities assumed by the present Regulations.

Bibliographic scientific-analytical academic programs are qualification-related procedures of assessment and acknowledgment of high scientific-educational competence of researchers characterized by significant activity in promulgation of their original studies, as well as general fruitfulness and effectiveness of their scientific creativity.

Within the framework of implementation of the Bibliographic scientific-analytical academic program researchers pass the procedure of professional assessment in order to gain the title "Academician - full member of the IASHE" (the third title category called Trоpos- Academician / biblio).

The IASHE implements the attestation (assessment) and status (presumption) format of the bibliographic academic program. Attestation format is only available for participants of the IASHE GISAP project and assumes the systematic expertise and assessment of quality of original scientific publications.

Figurants of the Registry have the right to take part in the status format of the bibliographic academic program without any additional terms. The status format of the program is based on the high quality presumption of the general set of the author's scientific publications without organization of their actual expert attestation.

The status qualification is verified by the special diploma of the IASHE Full member - Academician.

The cost of participation in the program is 1000.0 €.

In case if the Socrates–Notion figurants they have any questions connected with the procedure of implementation of bibliographical academic programs introduced by the IASHE, they may address managers of the Registry.

7) Assigning the DOI in the CrossRef service

DOI is the unique index consisting of letters and numbers. It is assigned individually to the certain author's scientific work officially published and presented as the electronic-digital object (report, article, monograph, book chapter etc.). The DOI facilitates the search and identification of the scientific work through access to the electronic publication on the corresponding Internet-resource (website). The CrossRef (www.crossref.org) service is responsible for generation of DOI-indexes, introduction of information about publications into the international database, as well as ensuring access to scientific publications.

The cost of indexation in the CrossRef system (including the assignment of the individual DOI-index) for every publication presented in the Socrates–Notion is 5.00 €.

8) Indexing of publications in the International Scientometric Database Socrates-Impulse

The scientometric database Socrates-Impulse is the integral part of the International scientometric system Socrates–Space. It acts as the adjacent and tightly connected project in relation to the international scientific Registry Socrates–Notion. Publications indexed in Socrates-Impulse are quickly, easily and organically registered in the Socrates–Notion system. This circumstance can ensure maximally objective and effective presentation of personal and creative scientific information of the person concerned who is using Socrates-Impulse and Socrates–Notion at the same time.

Terms of indexing of publications in the International Scientometric Database Socrates-Impulse are available in the corresponding section of the website of the International scientometric system Socrates–Space.


VII. Decorations of the Registry conceptual program called Open Science

Decorations of the Registry conceptual program called Open Science are special objects (material elements). These decorations are to be visually perceptible by people around. They individualize scientists and emphasize them in the social environment.

The scientist is the figurant of the Registry using (demonstrating) his decorations in public. This way the scientist expresses his or her consent for possible discussion of the corresponding scientific problem with persons concerned. Such communication must be based on voluntary will of its participants. Participants must honor mutual rights, freedoms, as well as the generally accepted norms of ethic culture.

Decorations fulfill the function of informing the public about the possibility for the persons concerned to communicate with the scientist. However the scientist is not obliged to take part in such communications.

Decorations may have the following forms: specialized objects - carriers of the corresponding information; data and decorations placed on traditional objects.

Objects fulfilling the function of decorations within the conceptual program of the Registry called the Open Science are characterized with convenience of their use, perceptibility for people around, originality of form and contents. The specificity of using such objects assumes the inevitable (natural) or purposeful demonstration in the public environment or traditional attention to them from the third parties.

Figurants of the Registry have the right to submit their own items or objects for the decorations to be placed on them. They also can order specific objects from the IASHE (objects not listed in the present Regulations) and the decorations will be placed on them.

Decorations are provided to the interested Figurants of the Registry on the paid basis.

There are several categories of decorations:

1. Status decorations – documents and other formalized illustrations of the Registry figurant passport's scientific status:

1.1. Passport (certificate) of the scientist;

1.2. Automobile mark – special status card placed under the windscreen of the scientist's car;

1.3. Presentational card (badge) of the scientist;

1.4. Set of visiting cards;

1.5. Official badge of the scientist;

1.6. Named badge of the scientist;

1.7. Set of status stickers to be placed on various objects and business accessories of the Registry figurant.

The following information about the scientist is indicated in the documented status decorations: a) name and surname; b) photo; c) country of residence; d) scope of scientific studies (interests); e) University (as the place of work or study) - at will of the Registry figurant; f) scientific degree; g) scientific title; h) year of registration in the Socrates–Notion and the registration number; i) blood group and Rh factor; j) QR-code; k) the Registry logo. Term of validity of documented status decorations is 3 years.

The standard price for status decorations is established by the IASHE.

2. Decorations on traditional accessories (steel, gold, silver, other metals):

2.1. Neck chain with the pendant or the token;

2.2. Bracelet;

2.3. Ring;

2.4. Earrings;

2.5. Tiepin;

2.6. Cuff links.

Decorations and traditional accessories contain the following information about the scientist: a) name and surname (or initials); b) the scope of scientific studies (interests); c) scientific degree; d) the Registry logo.

Decorations are placed on traditional accessories using the laser or fine engraving.

The Registry figurant can address the IASHE and order placement of decorations on other accessories. The figurant may also determine or change the look and contents of decorations placed on such items. In this case the IASHE finds and presents the ordered object to the Registry figurant and then uses it to manufacture decorations after the figurant's approval.

The cost of manufacturing decorations on traditional accessories is determined in every specific case depending on the cost of the selected accessories (materials used to manufacture such items), as well as the complexity of their processing.

3. Decorations in business, communicative and stylistic accessories

Any business, communicative and stylistic accessories may be used to place decorations on. For this different methods may be used. In particular, the best objects for such placement are cell phones, laptops, tabs, watches, lighters, pens, cell phone covers, keychains etc.

The figurant of the Registry may address the IASHE and order manufacturing of decorations on any items of the above-mentioned category. The figurant may also determine or change the look and contents of decorations placed on such items. In this case the IASHE finds and presents the ordered object to the Registry figurant and then uses it to manufacture decorations after the figurant's approval. The figurant of the Registry may ask to place decorations on objects belonging to him or her. 

Decorations on business, communicative and stylistic accessories contain the following information about the scientist: a) name and surname (or initials); b) the scope of scientific studies (interests); c) scientific degree; d) the Registry logo.

The cost of manufacturing decorations on business, communicative and stylistic accessories is determined in every specific case depending on the cost of the selected objects and the complexity of their processing.

4. Decorations on other personal items

At discretion of the Registry figurant decorations may be placed on any objects of everyday use. For example: clothes, bags, backpacks, wallets etc.

The IASHE finds and presents the ordered object to the Registry figurant and then uses it to manufacture decorations after the figurant's approval. The figurant of the Registry may ask to place decorations on objects belonging to him or her. 

Decorations are placed on objects using the modern methods of processing of corresponding materials.

The cost of manufacturing decorations on personal items is determined in every specific case depending on the cost of the selected objects and the complexity of their processing.


VIII. Terms of registration and publication (allocation) of data in the Registry
1. Registration

Persons having the right to become figurants of the Registry in accordance with rules of the present Regulations acquire such status from the moment of registration on the Socrates–Notion website.

In order to pass the registration in the Socrates–Notion system the person concerned must fill in the following questionnaire in English, add data intended for public access, as well as confidential information for internal use only.

Registration of the Registry figurant is considered to be finished as soon as the figurant adds not less than three links to electronic versions of official author's scientific publications in editions with international ISBN or ISSN codes to his or her account on the Socrates–Notion website.

2. Presentation of information about publications

Information about the publication placed in the Registry in English (duplicated in original language of publication) must consist of the following five parts:

a) publication title;

b) co-authors;

c) title and information about the edition;

d) electronic link to the publication;

e) abstract, characteristics and features of publication (non-mandatory part of information about publication - presented at discretion of the Registry figurant).

The following kinds of electronic links to publications may be placed in the Registry:

a) electronic link to the publication, the version of which is presented on the website of the edition;

b) electronic link to the publication, the version of which is presented on the website of the database;

c) electronic link to the publication, the version of which is presented on the website of the educational, scientific or the specialized NGO, as well as the company implementing scientific and educational projects;

d) electronic link to the publication, the version of which is presented on the personal website of the author;

e) electronic link to the publication, the version of which is presented on the personal page of the author in social or professional networks;

f) electronic link to the publication, the version of which is presented on any website that can be considered as an authoritative source of professional information.

Versions of publication, links to which are presented in the Registry, may have any forms allowing to determine the reliability of the fact of official publication and giving a chance to look through the text of publication, legal and technical details of the edition.

Electronic links to versions of publications must be working and actual by the moment of their presentation in the Registry. In future operability of such links is checked and maintained by the author. In case of necessity the author may change the link to the corresponding publication.

Indication of several links to the same publication is prohibited.

It is also not allowed to indicate links to publications published with violation of the copyright or publications having the features of self-plagiarism.

In case if certain author's publications do not have electronic versions due to various reasons, the figurant of the Registry has the right to present information about such publications in the following way:

a) indicate the electronic link to the version of the manuscript of the author's publication accompanied by photographs or scanned copies of the cover and pages of the edition containing its legal and technical data;

b) indicate the electronic link to the version of the manuscript of the author's publication accompanied by the brief abstract of the research in English, as well as legal and technical data of the edition;

c) in case of losing the manuscript and the printed variant of the edition and the impossibility of their recovery or acquisition from other sources, the figurant may upload information directly to the Registry (or post the electronic link to it on other resources) - information containing the abstract of the research in English, as well as legal and technical data of the edition.

We recommend adding short abstracts (characteristics) with the accented emphasis on author's innovations to all links to publications presented in the Registry. This will facilitate the understanding of the nature, scale and significance of the research, as well as the professional level and the scientific status of its author by persons concerned. Such abstracts may be duplicated in any other language of international communication.

If the Registry figurant does not have any actual electronic publications on authoritative websites, such publications may be published for example on such recourses as https://www.academia.edu/, http://www.mendeley.com/, http://www.google.com/drive/, http://www.dropbox.com/, and also on other similar websites providing the possibility to freely upload data. 

3. Access to options of the Registry

Access to all main and additional options of the Socrates–Notion may be acquired by the Registry figurant as soon as he or she uploads (indicates) not less than three official original scientific publications in editions with international ISBN and ISSN codes during the process of registration.


IX. Interconnection between the Registry and the Socrates-Impulse database

Registration in the Socrates–Notion, acquisition of the Registry figurant status, as well as uploading information about publications - all this does not assume the necessity to obligatorily index such publications in the scientometric database Socrates-Impulse. At the same time such indexing (if carried out) will significantly facilitate the use of options of the Socrates–Notion and will significantly improve the desired effect from presentation and popularization of the scientist and his or her intellectual creativity within the framework of the international scientometric system Socrates–Space.


X. Final provisions

Any person having passed the official registration in the Socrates–Notion therefore agrees to take part in the functioning of the Registry on terms defined by the present Regulations.

Every figurant of the Registry promises to use its functions fairly and not to allow any violations of rights, freedoms and interests of third parties by his or her actions made within the framework of the Socrates–Notion.

Every figurant of the Registry bears full responsibility for violation of norms of the present Regulations and commitment of any illegal actions within the framework of functioning of the Socrates–Notion.

Every figurant of the Registry is urged to understand that participation in the functioning of the Registry is not just the method of individual presentation of the scientist, but also the contribution to the development of effective scientific processes.

Every participant of the conceptual program of the Registry called the Open Science, using his or her Registry decorations in public therefore agrees for possible open communication with persons concerned in accordance with norms of the present Regulations.

All matters of functioning of the Registry not directly regulated by the present Regulations are resolved by the IASHE with consideration of goals and principles of the Socrates–Notion on the basis of respect to the generally accepted rights, freedoms and interests of third parties.

Any disagreements and disputes between figurants of the Registry or between figurants of the Registry and the IASHE, connected with functioning of the Socrates–Notion are settled through coordination and achievement of consensus, or in accordance with legislation of the United Kingdom.
